Renounce Malaysian Citizenship in Singapore 2013

Last week, I received my Letter of Approval for Singapore Citizenship and was informed that I have to proceed to renounce my Malaysian Citizenship before registering for Singapore Citizenship.

Before going to the High Commission of Malaysia, have these documents with you. They are open from 8am-11am. Unlike passport application, you do not need to go super early to get a queue number. In fact, there is no crowd. Usually just about 10-15 person in the consular office at one time.

  1. Original Approval Letter for Singapore Citizenship registration + 2 Photocopies of 1st page. (Attachment page is not required.)
  2. Latest Passport (There is no need for your previous/expired passports.
  3. Original Birth Certificate (Laminated) + 2 Photocopies front and back.
  4. Original MyKad (Malaysia IC) + 2 Photocopies front and back.
  5. Original Blue IC (Singapore PR NRIC) + 2 Photocopies front and back.
  6. 3 Passport Size Photos (White Background)
  7. SGD $10.00.

So today, I headed down to Jervois Road (High Commission of Malaysia in Singapore) to process it.

**I believe you should always be nice to everyone you meet along the way. It makes things easier, release tension and you also feel happier.**

Head first to the security guard house outside.
Exchange for a visitor pass with an alternative identification card (For eg: Driving License etc). This is because you will need your MyKad (Malaysia IC) and Blue IC (Singapore PR NRIC) with you for verification and submission.
Next go in by the side gate, you may ask any person where is the consular office. Its actually on the far right if you are facing the office for passport application.

At the consular office, there is a officer in white at the corner of the room where all the forms are.
Go to him and let him know that you wanted to renounce your Malaysian Citizenship since you have the approval letter.
He will go through your documents to see if you have it all ready.
Once clear, he will pass you 1 set of forms (renunciation of malaysian citizenship, K form and additional info) in white to fill up.
He will also inform you to fill it up in BLACK PEN, CAPITAL LETTERS and NO CANCELLATION. I wrote in capital letters because it is still ringing in my head. Haha.
Somebody fill it up in blue and was reprimanded by him. Haiz. Sorry I have no answer for you if you were to ask "why must it be in black pen?"

Ok, once you complete the 1st set of forms in white return it to him and he will pass you another 2 pieces of K form. This time the forms are in yellow. And yes, same instructions BLACK PEN, CAPITAL LETTERS and NO CANCELLATION.
When all are completed (White and yellow forms), again he will verify everything and he will take both your left and right thumbprint and give you a queue number.

This is the easier part. Once your number is called, go to the counter and the lady will ask for all your photocopy documents and originals. The only item she will return to you is your Blue IC (Singapore PR NRIC), the rest of them will be kept. She will also paste the passport size photos onto your forms.
Once she is done, she will ask you for payment which is SGD$10 and issue you a collection slip that looks something like this.

As you can see, I submitted my documents on 29 October 2013 and it was reflected on the slip that I can collect it on 1st November 2013 between 2:30pm to 3:30pm. Approximately 3 working days later.

Additional info: If you do not know how to fill up forms in Malay Language, download these sample forms K Form Sample and you may get a friend to help you translate or get translation online first before you go to the High Commission of Malaysia.
I was there at 10am and was done by 1030am. Hope this information helps you!

(Updated 24th February 2014)

Received a letter 3 weeks ago from Malaysia High Comm to collect my Borang K.

However before I do that I had to first go to ICA (6th Floor) to request for a true certificate of Singapore which took 2 weeks to process.
-2 photocopies of the true Singapore Citizenship (Front and Back)
-2 photocopies of Singapore Passport (Bio-data page only)
-2 photocopies of the Certified NRIC from ICA (Front and Back)
With that, I can collect the Borang K from Malaysia High Comm.
Note, collection is from 2:30pm to 4pm Mon - Fri only. And in your letter there will be a cut off date so careful with that.

After you have collected your Borang K, do not forget that you have to again submit it to ICA.

Hi guys,

We have a nice reader who personally emailed me these information to share with you guys.
we hope it helps you.

Direct from our kind reader and contributor "Clee",
*****

1) for children less than 16, do not have to do the renunciation. Just bring them directly to the registration appointment with the approval letter from ICA and other required docs beside the renunciation letter.

2) For property and insurance I think need to update the info cox need to ensure your ownership of these assets.

3) For Bank account need to make sure you maintain the accounts in active status. Bank Negara ruling if an account no in n out movement for 1 yr then will be inactive. If the account inactive, and you no longer holding Malaysian NRIC, you need to go to the home branch to update your info to reactive the account. I did that last week for my maybank because I need to withdraw my EPF.

4) For EPF withdrawal, only can be done after received the official Borang K. Together with Borang K, EPF withdrawal form, payment info like bank details or bank draft mode, singapore passport, you may proceed to ANY KWSP branch to submit the application. Process only take 2 weeks to disburse the payment. alternatively, you can get any 'authorised' person to certified the documents then send to KWSP by post. Pls note if direct into the bank account, you need to update your citizenship with the bank. If bank draft then will send to your address stated in the EPF form.

5) if you have a newborn babies just born before your registration date of Sg citizenship. He/She need to apply PR first (to ensure the bb can stay longer period in Sg before he/she become Singaporean). Once you done the registration of citizenship you can on the spot apply Sg citizenship for your newly born bb. Mine got approved in 1 week time.

  1. Hi, I chanced upon your blog when I was searching online for renunciation of Malaysian citizenship. However, I have all of the documents, except "Letter of Approval from ICA Singapore". May I know if it is the letter sent from ICA about the procedures for the Oath? Thanks a lot!

    1. Hi Nicole
Yes the Letter of Approval is from ICA. I believe it has to be an official letter from ICA that your application for Singapore Citizenship has been approved before the High Commission of Malaysia will accept your renunciation.

If you are wondering when will you receive the Letter of Approval from ICA.
I received mine within 2 weeks after completing the 3 steps of the SGJourney formalities.

    1. Hi Faye,
I got the information through the previously working malaysia government site and several other sites over the internet. It was actually a collection of hit and misses which was why I decided to post it and share with others in case they were looking for a more updated information regarding the required documents.
With regards to the birth certificate, yes i thought so too. LOL.
However through some sharing from friends who have been through this process before, I came to know that they will actually informed you to go back and collect your birth certificate once the entire formal renunciation process has been completed which would be approximately 6 months later.
Are you about to submit your documents? If so, all the best!!

    3. Great and congratulations! Once you get the approval letter, submit all the necessary documents to High Comm. They will inform you to collect the renunciation letter 3 working days later and you can use this renunciation letter to submit to ICA on your appointment with ICA for Singapore Citizenship Application.

  3. Hi Johntanasaurus, my family, 4 of us have received Letter of Approval for Singapore Citizenship and 3 of us need to renounce Malaysia citizenship (my daughter is below 21 years and need not have to renounce at this point of time). I have the following questions:-
    1) I have down loaded Form K, Form MY-RN1 and Additional Info Form from Malaysia High Commission website. Can I use these forms to fill-up and accepted by the High Comm?
    2) When collecting the Renunciation Letter, has the individual need to be present? Can I as father collect on behalf of my son?

  4. Hi Gary Li,
    1) The Form K, Form MY-RN1 and Additional Info from the website seems pretty updated to me. I think it should not be a problem. Remember, "Black pen, Capital Letters and No Cancellation" the officer might ask you to fill up again.
Worst case scenario if they revised the forms again (sigh), they will just hand you another form at the High Comm to fill up.
    2) This I really haven't tried. Sorry. Perhaps during the submission, you may check with the counter staff if you could collect on behalf of your son.
    Cheers

  7. Hi Johntanasaurus, I have a question. When I went back to the Malaysia HC 3-days later, they gave me back only the attestation of birth cert. Apparently, I have to wait until Putrajaya approves the renunciation and issues a formal renunciation letter before I can go to ICA to take up Singapore citizenship. And Putrajaya can take up to 4 months to issue the renunciation letter. Is this your experience as well?

    ReplyDelete
  8. BTW, they only asked to pay $7.70... and the forms looks different (red color). It doesn't list down the documents they took from me....

  9. That is strange, my only assumption is that they might have recently changed the form?
After collecting Attestation letter, you can bring the letter to ICA to process your citizenship and singapore passport. That was what I did.

The actual approval letter for renunciation from Malaysia will only arrive approximately 3-6 months later. I actually just received my renunciation approval letter last week. It was slightly more than 3 months for me however I am already holding on to a singapore passport as well as a temporary IC slip from ICA.
Do book an appointment with ICA before you head down to process your Singapore Citizenship and passport.

I wish I can help more, if you would like to speak to me personally do email me your name and contact number at johntanasaurus@gmail.com I will call you and we can speak over the phone.

    Cheers Scott Lee!

Have you booked an appointment with ICA to register your Singapore Citizenship?
If you havent, book with them quickly and bring the slip along to register your citizenship. On the very same day, you can process your passport as well. 1-2 weeks later you should be able to collect the Singapore Passport.

  15. Hi Johntanasaurus
Thanks for your informative blog sharing valuable information for us.
I just got my in principle approval but my complication is that my wife is due to give birth to our first child in 2 to 3 weeks time.
I know i will not be able to complete the registration as a Singaporean by then.
This leaves me with some questions. In your guide, you mentioned that if the child is born before registration, will need to apply for PR for the child. Does it means that we will have to apply Malaysian Citizenship for the child (i.e. birth cert and passport) followed by applying for Singapore PR? Does it means that i will need to keep my malaysian IC to do so until all is done before renouncing it?

    1. Hi Theodore,

According to Clee, one of our readers. It seems like you still have to proceed with applying Malaysian Citizenship for the child. Unless Singapore do not require that which I have no information at the moment. Perhaps you can ask ICA and see what is their requirement.

      Cheers

  17. Hi Johntanasaurus,

I just received the approval letter of my application for renunciation of Malaysian citizenship. One of the required documents to collect borang K is the Singapore Citizenship Certificate. is this really compulsory? as you mentioned above ICA needs 2 weeks to process? I feel stupid having to go down to ICA to get the cert then to high comm mal then back to ICA again to submit the K form :s And also I only received the notification letter on 10 May and i need to collect the K form by 6 June. need to take so many time-offs. I've been calling the embassy for clarification but nobody pick up since lunch time. Apparently they are going for a prolonged lunch time and then tea break now. typical malaysian government :/

O don't think I need to submit Borang K again to ICA since I've already receive my citizenship cert and IC and passport already!! ICA did not stipulate that I need to submit the form although letter from Malaysian did mention that it is my responsibility t submit the form to ICA. Think I'll call ICA to check and update again after I collect my BC from high com today-16/5/2016

As I have to submit an copy of Singapore Citizenship Certificate to Malaysian High Comm too. Anyone can tell me what is the present correct procedure? Thanks in advance.

Since it need to take about two weeks from ICA to process, it is possible we go apply upfront and get ready the required documentations? If ICA need the approval letter from msia, then I think no possible to apply upfront..... Pls advice.

    4. Hi all, I would like to share some additional useful information here.

Firstly, I would like to thanks Johntanasaurus to create this useful blog here. I am benefit to know all the process and procedure from his blog, save my time and got all my documentation ready without any issue. I have completed everything right now, only waiting for the final or official approval Borang K from high comm.

      Here to share additional info:
I'm managed to request the certify copy of Singapore NRIC and Certificate of Citizenship from ICA yesterday without receipt the approval from Msia high comm. Two weeks ago, I have called ICA hotline and check for timeline to get the original SG NRIC and certificate, the officer told me is about 4 - 6 mths. I told the officer, I need both for my HDB requirement to claim back the subsidy within 6 mths from my registration of citizenship. The officer is very friendly, she help me to put a request of certify copy which I can used for my HDB requirement and anyway I need this for the collection of borang k too.

The ICA officer told me, I can go anytime two weeks later for the collection at level 6, counter 7 or 8. After two weeks, I went to ICA and take the queue, wait less than 5 minutes is my turn. Over the counter, I told the officer for collection certify copy. The officer asked me is for collection of borang k and got the approval? I replied the officer not yet, as I need this for my HDB requirements. The officer did not asked me any further question, she only told me to make some additional copies for my requirements, and I need this original for coming collection of borang k at Msia high comm, that it. ^^

Personally, I think ICA will provide you the certify copy as long as you need it for some requirement purpose?? Now I got the certify copy prior getting the approval from high comm, so I can go down anytime to high comm once the approval came. Cheers!

  20. After reading all the comments, i still confuse the process. After i get the formal approval letter from ICA, then i proceed to High Comm for renunciation of Malaysia citizenship right. The question is, how long the letter will be ready for us to proceed to ICA to register our Singapore Citizenship? And how long will it takes to get our Singapore IC and passport?

    Replies
    1. Jamie, I guess you are reading too much till you get confuse for all the process. There are total of minimum three visit you need to go to Malaysia Embassy.

1st visit: Is to submit your renunciation of the Malaysia Citizenship

2nd visit: Is to collect the letter which address to ICA about acceptance of your Renunciation of Malaysia Citizenship which is 3 days after your submission.

3rd Visit: Is to collect your Borang "K" and your original birth certificate which retained by Malaysia Embassy during your 1st visit. Typical will be 4 months later after your 1st Visit, which they will notify you by mail or email. Or you need to call to check after 4 months.

After you proceed to high Comm for renunciation of the Malaysia Citizenship, you will be given a pink color collection slip. You are required to come back on the date and to collect an letter to which to proof Malaysia High Comm had accepted your renunciation, this letter is address to ICA.

With this letter on hand, you can proceed to ICA to register your Singapore Citizenship, on the same day you can process your Singapore Passport and IC as well. After the processing the registration you will be issues a temp. slip to proof your Singapore IC (Pink), this temp slip is equivalent to your Singapore NRIC on the same day. As for Singapore Passport will be able to collect 1 week later,

The actual NRIC with Singapore Certificate will be present to you about 3 ~ 4 months later which you will need to attend an ceremony at your GRC area.

Hope the above will clear your doubt.

  21. Just finished renounced my Malaysia citizenship, the process is fast about 30 mins. There are several thing which I wish to highlight at here.

    1) Make sure all filled in BLACK INK PEN and CAPITAL LETTER.
    2) Make sure everything is filled before you go there as will ease the process and more faster.
    3) For downloaded BORANG "K" just filled one copy will do, as when you are there they will issued another two more "yellow" color borang "K" to be filled using ONLY their BLACK PEN on the desk.
    4) For FORM MY-RN1 just filled up one copy will do, again make sure is all CAPITAL LETTER AND BLACK INK Pen, but for this form you can filled using your own PEN.
    4) Prepare exact amount for SGD 7.70 for the process of renunciation of Malaysia Citizenship

Understand that takes 2-3 weeks for ICA to issue letter for the application of SC. Before that I need to renounce my Malaysia citizenship which you had input the process, thanks for the latest update and hope you can have more feedback along the way to keep the rest posted on the latest development.

    3. Hi Dtanlh,

Once you finish SG Experiential Tour or Community Sharing Session, my experience it will take about 2 ~ 3 days then it will reflect your for either SET or CSS completion in E-Journey. But do ensure you had signed your attendance next to your name when you attending the SET or CSS events, this is important.

Once you completed all the E-journey which including the Post Survey, ICA will send you a letter via post within 2 weeks upon your completion.

With this letter from ICA, you are ready to go to MHC for renunciation of your Malaysia Citizenship.

      Best Regards !

The best way is to call up or visit ICA and quote your citizenship application no. share with ICA check with them how long you could delay the appointment date and etc.

    1. The children under 21 are not needed at Malaysia HC (No renunciation for children under 21). They will repeat this path when they turn 21 and decide to be Singaporean. The whole family is at ICA to apply for the Singapore passports. The children will have the "new" Singapore passport and existing Malaysia Passport as they are under 21.

    3. Hi Ming Kwang, Thanks for reply. This mean kids must apply the singapore passport together with family and they are advise to using it rather than Malaysia passport. Some are comment that not going to renew when expire M'sia passport. Another matter is concern is about CDA account. Will ICA give a letter to allow my child to open CDA account? TIA

    4. If you want the children to use their Malaysian Passport, you will need ICA to stamp on it. For my case, my children will stick to the Singapore passports.
On the day when you go to ICA to register as Singapore Citizens, before you leave make sure you apply for Certified Citizenship copy which you will use it to inform the MOE or school, next is to monitor your children's CDA account for $ changes.

  24. My next concern is on my 2 kids (below 21). By law, they can only renounce when they reach 21 years old. I read a case where a guy couldn't renounce his Mal citizenship due to a "missing document". I actually managed to contact him, but couldn't get a very clear picture of his situation (which is already 8 years ago). He said he only had his BC, but no IC, maybe that was the main problem. However, I also read the documents needed, and IC is only stated as (if any), so I'm rather confused why the High Comm still wanted copies (I hope not originals) of the parents' IC, BC.

  25. Hiyee, may I know how long does it take for the taking of oath at the ICA? How many people per session?

    1. It is up to you.... see how long you take to read the oath. ^^ For me, I read it once then told the officer I am ready and then stand up and taking oath, maybe less than 1 minute? When taking the oath, is only yourselves, follow by queue number. I came know from my wife that, you can go in with your spouse......or maybe family. Hope it help.

  26. Hi Johntanasaurus,
My family have just received the approval letter of my application for renunciation of M'sian citizenship. Would you be able to help explain my thoughts and worries. My son is 12+ years old but does not have a Malaysian IC. If we, the parents surrender our Malaysian IC, it means our son wont be able to register for M'sian IC. Without a M'sian IC, would it create a problem if my son were to renounce his M'sian Citizenship when he is 21?

  27. Hi Johntanasaurus,

    Thanks for the info.

I would like to check with you. I will complete my CSS and SET events on 16 & 19 August 2014. However, I need to go for an overseas business trip from 11 to 22 Nov 2014.
Do I have sufficient time to get my Singapore passport before my business trip? Understand that my Malaysia passport will be kept by Malaysia High Comm.

    Thanks!

  28. Hi,

I had submitted my renunciation of Malaysian Citizenship on the 17th Jul 2014. Understand that I can get it back within 4 months. Would like to know what is the procedure for the collection of Borang K?

Also I may have written my birth cert wrongly on the Borang K submitted to PJ, can anyone advice me on what the procedure like for changes of these errors?

    Thanks.

    1. During my collection for my MY-RN1, the birth certificate no. was written wrong and we went to one of the officer for help, she told me to go to one of the counter to have it amended, chop and signed.

For the Borong K, I have the counter staff amended, chop and signed before I sign the handing and taking over form.

Quite a smooth ride, heard the officer mention if Borang K got issue, we need to go JB to have it changed.

  29. Thanks much for the information provided. Have just done my renunciation today, the whole process took about 30 minutes. Just want to share my experience as an "update":

    1) As mentioned, only 1 copy of Borang K and Form MY-RN1 need to be filled up if you are downloading the forms first. No "Additional Information" form is needed. Make sure all filled in BLACK INK PEN and CAPITAL LETTER.
    2) After reaching the consular office, have to sign in a visitor log book first before the staff (giving out the forms) attends to you. After checking through your completed forms and photocopies of your documents they will issue another two more yellow colour borang K to be filled using ONLY their BLACK PEN on the desk. It's water-based ink, so do be careful for left-handers (As I'm one).
    3) After filling up the yellow Borang K, the staff will check through again before referring you to another staff who will take your thumb prints for the yellow Borang K only. You'll be issued a queue number at this stage.
    4) In my case, I don't have Borang W, but have Perakuan Taraf (Certficate of Status) issued shortly after my birth which can be accepted in place of Borang W. The staff did mention if I don't have Borang W or any certification of citizenship, have to produce parents' documents (birth certificate, M'sia IC, citizenship certificate and passport, 2 photocopies each). Which I did prepare as a precaution in case my Perakuan Taraf is not accepted.
    5) At the counter, your original documents will be sighted. I got back my Singapore birth cert, blue IC and ICA letter. Passport, M'sia IC and Perakuan Taraf will be taken away.
    6) Payment is made at another counter after your name is called. The fee is at $7.80 now. A bright pink collection slip will be given stating the amount paid and when to collect the attestation letter. There's no info stated what documents have been kept by them though.

  32. Final info to share here:
I have attended my SG Citizenship Ceremony last month, I got my SG citizenship certificate and pink NRIC, the duration is exactly 3 months from 30 May to 30 Aug. While, I am still not receive my official approval borang k from Msia high comm (up to 4 months). Which mean for my case, I got my SG citizenship certificate and pink NRIC before the official approval (boring k) from Msia. Not sure anyone here got the same experience, but it is possible to get the SG cert and IC first before the official approval from Msia.

    Hope it help. Cheers!

Would that pose a problem when I finally find a buyer? (to sign the sale and purchase agreement or do title transfer as I wont have my msia IC anymore)

How about bank account? I currently have a bank account but the bank officer said foreigners who is not working/ studying in malaysia cant open a bank acc in msia. Is that true? Does that apply to existing account? Would I have problem with my existing bank account? Pls share...

They will still give you a collection slip but the slip won't indicate what was collected, i.e. IC, passport, birth cert.

  43. Hi,
    I have a question.

As my daughter is only 2 year old and we intend to take up Singapore citizenship, can we decide on behalf of our daughter? Meaning, we do not wish for our daughter to wait till she is 21 year old and decide for herself.

So, is it still possible to renounce outright on my daughter’s behalf?

    Thank you.

  49. Hi John Tan,
Do you have any information on how to renounce Malaysian citizenship in NZ? From your blog, i am under the impression that for malaysian who have been granted singapore citizenship have to renounce their malaysian citizenship as part of the requirement from the singapore government. I have just been granted NZ citizenship and the nz government allow dual citizenship.
Do you have any information about dual citizenship in Malaysia? does malaysia government allow it?
    Thanks in advance.

  54. Update for those who apply citizenship before having kids.
From June 2016 onwards, there will be no more over the counter submission. In fact yesterday (May 25) I tried, the officer was telling me the appointment will be next year Jan and I was shocked! Submission over Internet required new passport info (you gotta wait 1-2 weeks again), so I guess better option to submit once u completed sgjourney.

  59. Hi thanks for making this post, it helps it getting a clearer understanding of what is to be done.. Just to clarify, for the yellow forms/k forms downloaded online in Malay language-- do I fill it in Malay language too?
Secondly, does passport and nric renewing comes with this renouncing of msia citizenship? Meaning is it a normal procedure to do so? I have just turned 21 and has received the letter but before that I tried to renew my passport, however it was placed on hold. So I'm wondering if they'll start processing it after I got the letter and hand it to ICA and process it on the same day(I'm rushing to get it done due to travel commitment). Or I have to request for new passport and nric? If so how do I do so? Any advice is kindly appreciated :)

As i know that kid below 21 yrs old no need to go for renunciation but do we need to submit any documents to the HCM now to inform the citizenship changed before they reach 21 yrs old ?
Do we need to inform MOE or school for the citizenship change or the system will automatically reflect once ICA updated the data ?

I am not sure that this post still active or not but hope somebody can clear my doubt before I go HCM. Thanks in advance!
